1.  Purpose

The Austin/Travis County Reentry Roundtable (RRT) seeks proposals from qualified stakeholders to support its membership in achieving outcomes identified in both current and future strategic initiatives and goals. This contracted partner will lead, guide, and grow the RRT, expand its influence and deepen its collective impact, and advance system-level change for individuals impacted by incarceration.

2.  Background

Founded in 2003, the RRT is a community-driven organization working to improve reentry outcomes and reduce systemic barriers for people with criminal justice involvement. Grounded in racial equity and lived experience, the RRT includes system leaders, service providers, advocates, and formerly incarcerated individuals working together to transform and improve local reentry systems.

The RRT’s vision is a connected community that values and supports equity, well-being and upward mobility for persons impacted by the criminal justice system. Our mission is to be a robust network that champions safe and healthy communities through effective reentry and reintegration of persons with justice system involvement by bringing reentry partners together to increase collaboration, reduce duplication, align efforts and strengthen the capacity of persons with justice system involvement and the reentry programs that serve them.

3. Scope of Work

The contracted partner will support the execution of the RRT’s FY2022-2026 Strategic Plan by using a Collective Impact framework to align current and future activities with funder deliverables, position the RRT as a regionally recognized leader, and emphasize capacity-building for long-term sustainability.

   A. RRT Leadership, Stakeholder Engagement & Policy Voice

  • Guide the RRT to ensure clarity, inclusion, and alignment of stakeholders, ensuring lived experience is integrated into both decision-making and public-facing efforts
  • Engage public agencies, grassroots leaders, and nonprofit partners with consistency and trust, strengthen the RRT’s policy advocacy footprint, help support the chair and vice chair with planning/facilitation of meetings, events, and planning sessions with purpose and direction
  • Manage recordkeeping and response delivery systems for all community and stakeholder inquiries, and demonstrate commitment to logistical efficiency and administrative accountability
  • Utilize project management tools to ensure tasks and daily activities reflect the RRT’s strategic initiatives and support its identified goals and projected outcomes

 

   B. Funder Alignment & Strategic Execution 

  • Effectively communicate public and private funder expectations to ensure the RRT is working towards actionable goals that are specific, measurable, achievable, relevant and timebound (SMART) this will help ensure goals are well defined, trackable and contribute to overall success
  • Collaborate with the Coordinating Committee to guarantee appropriate representation of the RRT at key meetings with its fiscal sponsor, current and potential funders, public agencies, nonprofit partners, and other relevant stakeholders

 

C.  Visibility, Impact, and Storytelling

 

  • Manage RRT communications and social media platforms, and frequently publish fresh and targeted content to amplify the RRT’s visibility and keep stakeholders updated about upcoming events and activities
  • Demonstrate proficiency in building and maintaining data-driven systems, and bridge data to enhance the impact of storytelling and support achieving the RRT’s strategic goals and objectives

D.  Sustainability & Growth Strategy

 

  • Identify new and diverse funding opportunities, build sustainable partnerships, and increase membership to support local system change, including necessary preparation and submission of individual and collaborative applications for grants and other sources of funding
  • Collaborate with Coordinating Committee to advise, support, and champion professional development of the annually selected Advocacy Fellowship candidate
  • Model ethical stewardship of funding and resources, support the development of infrastructure for operational sustainability long-term, and leverage shared outcomes and collective success to attract investment into the RRT
  • Monitor, support, and report on collective progress toward grant deliverables, and adjust strategy as needed to ensure the timely and high-quality execution of applications and responses to proposals

 

4.  Deliverables

 

  • Provide coordination and support to the chair and vice-chair for the facilitation of recurring RRT meetings (monthly, quarterly, or ad hoc)
  • Safeguard data integrity to accurately assess progress toward strategic goals and objectives
  • Draft and submit reports on activities and deliverables to the Coordinating Committee and relevant funders in a timely manner
  • Develop and maintain quantifiable stakeholder maps, communication strategy briefs, and detailed community engagement logs
  • Conduct research and provide recommendations to the coordinating committee aimed at enhancing long-term financial sustainability and stakeholder engagement, encompassing but not limited to the following areas: to submitting grant applications, soliciting donors, expanding reach through social media, and driving traffic to the RRT website

5. Qualifications

The ideal applicant will demonstrate:

  • Subject-matter expertise in reentry, justice systems, housing equity, or behavioral health (applicants with lived experience are encouraged to apply)
  • Strong strategy planning and group facilitation skills, particularly with multi-system or grassroots initiatives
  • Experience aligning complex initiatives with funder expectations and reporting cycles
  • Proven ability to elevate visibility and funding through storytelling and strategic positioning
  • Understanding of the Central Texas cultural, social and political landscape, especially in relation to racial justice, systems change, affordable housing, and other social and economic barriers
  • Commitment to equity, transparency, and centering lived experience

 

6. Budget

 

Proposals should include a competitive rate not to exceed $50,000.00 annually, inclusive of coordination, reporting, and strategic advisory services. RRT welcomes proposals that include a monthly retainer or project milestone structure. Applicants are welcome to submit applications for specific components or the entirety of the outlined scope of work.
